Whistler WS1095 / WS1098 — Vol 4: Firmware, Support & Buying

The PSR-800 platform as a base/mobile scanner with a remote head (2015)

4.1 About this volume

This volume answers the questions that decide whether a WS1095 or WS1098 is still worth buying in 2026:

  • how its firmware is updated;
  • what support exists now that Whistler has changed hands;
  • what it can never hear;
  • what to check on a used unit.

The short answers:

  • Firmware and software still download. Goliad Products, which bought Whistler’s assets in January 2025, hosts EZ-Scan 2.51.0.707 and a CPU updater for the WS1095. The WS1098 uses the same files.
  • Library updates work again. The RadioReference library service stopped when Whistler closed in late 2024, came back in February 2025, and has run since, apart from a one-day outage in June 2026.
  • Hardware support is thin. Goliad does not sell either model, and repair of discontinued models has been declined.
  • NXDN and ProVoice are out of reach for good, and DMR is scanned site by site rather than tracked.
  • The TRX-2 is the same radio with more memory, NXDN and a warranty, sold new at $679.99. A used WS1095 or WS1098 has to be cheap enough to make up for that.

4.2 Updating firmware

EZ Scan runs firmware updates over the head’s USB connection, with separate Check for CPU Firmware Update and Check for DSP Firmware Update functions. Forum guidance is to hold MENU while connecting USB to enter update mode. The procedure, and the card-safety rules around it, match the PSR-800 platform’s in the PSR-800 Upgrades & Firmware volume. The base/mobile sets add two points:

  • Keep the supply solid. A voltage sag during an update is the same risk as a battery dying on a handheld. On a vehicle install, update on a bench supply or the AC adapter, not on the vehicle circuit.
  • Run the updater from Goliad’s site. The downloads page lists WS1095Install_2.51.0.707.exe (EZ Scan) and CPUUpdater_WS1095_U4.0.exe. Whether “U4.0” is a firmware version or an updater build number is unconfirmed; the last version publicly reported for these models is CPU 2.3 with DSP 2.1, from the May 2016 DMR update.

After Whistler’s shutdown, owners reported SSL certificate errors on the old update servers and circulated mirror copies of the installers. With the service back under Goliad, the official downloads are the source to use. Keeping private copies of the installer and updater is still sensible insurance, given this family’s history.

4.3 Support under Goliad

  • November–December 2024. Whistler went unresponsive through 2024. Update checks began failing on an out-of-date SSL certificate, the website went down on 12 December, and National Communications Magazine reported the company out of business on 13 December 2024.
  • January–February 2025. Goliad Products LLC of Cincinnati bought Whistler’s assets in January 2025, relaunched the site on 10 February and issued a press release on 14 February. Scanners and radar detectors are still sold under the Whistler name.
  • 22 February 2025. Library updates returned. The last Whistler-era release had been v894 in November 2024; users saw v924, then v925 by 28 February. A statement from Goliad passed on by RadioReference’s founder on 6 March confirmed the service.
  • April–May 2026. EZ-Scan 3.47 came out for the TRX line on 24 April, “to handle future updates to the library database”. On 11 May Whistler’s support account said the WS1080 software still works on WS1080, WS1088 and legacy-upgraded radios; the posts reviewed do not mention the WS1095 by name. The shared build number suggests the WS-series app was refreshed in the same round (likely, unconfirmed).
  • 23–24 June 2026. A one-day library-server outage, which Whistler’s support account attributed to a server upgrade. No report was found of the RadioReference data disappearing for good.

What that means for a WS1095 or WS1098 owner:

  • Software and data: working. The installer, CPU updater and library updates are available. Library updates need neither a RadioReference account nor a Premium subscription, according to owner reports.
  • Warranty: effectively moot. Goliad’s FAQ says warranties “within the warranty period will still be honored to the best of our ability”. Every WS1095 and WS1098 is long past any warranty period.
  • Repair: unreliable. Repair inquiries in 2025 went unanswered for weeks. In April 2026 a WS1088 repair was reportedly declined, with a TRX-1 trade-in offered instead (unconfirmed). Radios sent to the old Whistler for repair before the shutdown were reportedly not recovered. Uniden’s out-of-brand repair service has been cited as an alternative (unconfirmed).
  • Contact. The web form and [email protected] are confirmed channels, and the Whistler_Support account on the RadioReference forums has been active through 2026.

4.4 What the WS1095 and WS1098 can’t hear

Some traffic is out of reach for these scanners, however they are set up:

  • Encrypted voice. DES, AES and ADP-encrypted talkgroups are detected and muted. No consumer scanner holds keys; the Decrypting dive explains why.
  • NXDN and Icom IDAS. There is no upgrade path; the WS series lacks the memory. Only the TRX line decodes NXDN.
  • EDACS ProVoice. EDACS is decoded with analog voice only.
  • DMR the way a tracker hears it. After the 2016 update DMR and MotoTRBO trunked systems are decoded by scanning each enabled site’s frequencies, not by following a control channel (Vol 2). Wide-area systems with many sites are slow and miss calls.
  • Amateur and other digital voice modes such as D-STAR and System Fusion, which are not among the receive modes.
  • Anything outside the coverage. That means 54–108 MHz (no FM broadcast), the cellular blocks, the gaps in the 700 MHz band, and above 1300 MHz.
  • LTE push-to-talk and FirstNet. Agencies that have moved voice to cellular push-to-talk are gone from every scanner.
  • Location-driven reprogramming on the move. There is no GPS input, so the scanner does not change sites as a vehicle drives between counties. Location must be reset by hand or through EZ Scan.

Before buying, look up each wanted system on RadioReference. P25 (Phase I or II), Motorola, EDACS with analog voice, LTR and conventional systems are fine. For NXDN or ProVoice, a WS1095/WS1098 is the wrong scanner. For DMR, expect site scanning.

4.5 Buying a used WS1095 or WS1098

Price data is weak. No manufacturer’s suggested retail price was found for either model. 2016 street prices were about $376 for the WS1095 and $420–518 for the WS1098 (forum-reported, unconfirmed). Sold prices for these two models could not be measured for 2025–26. A 2026 eBay snapshot showed used TRX-2s from about $390 (unconfirmed). Because Goliad sells the TRX-2 new at $679.99, a used WS1095 or WS1098 is worth clearly less than a used TRX-2.

Checklist:

  1. Identify the model. The rear label on all three chassis reads SC11 (FCC ID HSXSC11). The head keypad tells them apart: simplified on the WS1095, full alphanumeric on the WS1098 and TRX-2. Check that the head matches the listing.
  2. Head and base together. The two are a matched system; a listing with only the base or only the head is a parts unit.
  3. Head cable. The 6½ ft straight 8P8C cable is replaceable with any straight CAT 5/CAT 6 patch cable, but confirm the seller never used a crossover cable. The manual warns it can damage both units.
  4. Magnets and dock. The head should snap firmly onto the base. Weak magnets suggest heat damage (above 80 °C), which is permanent.
  5. SD card. The full-size SD card should be present, and the scanner should boot to scanning without “Init SD Card” or an error code. SanDisk cards are the usual recommendation.
  6. Firmware. Ask for the CPU/DSP versions, or check them in EZ Scan. A unit that never got the May 2016 update lacks DMR, but the update is still downloadable.
  7. Accessories. Check for the mounting bracket with knurled knobs, the head bracket, the DC cord with its in-line fuse holder, and the AC adapter. A fused DC cord is easy to replace; the head bracket is harder.
  8. Connectors and controls. Check the BNC, EXT. SP and DC jacks on the rear, and the headphone and USB jacks and rotary encoder on the head. Check that the LCD shows every line with the backlight and alert LED working.
  9. Reception. If possible, check it on a local P25 system. Compare the squelch setting needed with a known scanner, because owners report squelch hysteresis (Vol 3).
