Whistler WS1080 / WS1088 — Vol 2: Operations & Programming
The GRE PSR-800 platform under the Whistler badge, and the PRO-668 and upgraded units that share it
2.1 About this volume
A WS1080 operates like a PSR-800: the RadioReference Library on the microSD card feeds objects into scanlists, Scan Sets choose what scans, V-Scanner II folders hold whole configurations, and Spectrum Sweeper, SAME weather, recording and discriminator output work as GRE designed them. Those workflows are documented step by step in the PSR-800 Operations volume and the PSR-800 Programming volume, and they apply to every radio in this family. This volume covers what is different or new:
- keypad entry on the WS1088;
- DMR on the platform, and how it follows a system;
- EZ-Scan 2.51 on current Windows, and the iScan-to-EZ-Scan question on the PRO-668;
- the RadioReference library update service, which stopped and restarted between 2024 and 2026;
- Whistler’s published remote control protocol and control-channel data dump;
- backups.
2.2 Keypad entry on the WS1088
The WS1080 and PRO-668 keep GRE’s 10-key pad: POWER, MENU, SKIP, the play/pause/select key, ATT, WX, and the four-way ring. Objects are chosen from the Library or built in EZ-Scan on a PC; entering a frequency or talkgroup number on the radio itself means scrolling digits.
The WS1088 replaces the faceplate with a 23-key backlit alphanumeric keypad. Whistler’s published remote control protocol gives the key set: MENU, SKIP, ATT, WX, the play/pause/select key, the four arrows, PRI, Fn, a decimal point and the digits 0–9. With direct numeric entry, trunked systems, sites, conventional frequencies and talkgroups can be created and edited on the radio without a PC — the reason Whistler gave for the model. The raised homing bar and varied key shapes make the pad usable by feel.
The underlying menus, objects and firmware are the same as the WS1080’s. A WS1080 owner loses no capability, only convenience; field programming is where the WS1088 earns its extra cost.
2.3 DMR on the platform
2.3.1 What the 2016 update added
DMR / MotoTRBO support reached the WS1080, WS1088, WS1095 and WS1098 as a free update on 2016-05-31 (PC application 2.8, handheld CPU 3.3, DSP 2.1). Whistler’s release notes at the time set out the rules:
- Conventional DMR is entered as a DMR trunked system. Even a single conventional repeater is programmed as a trunked system object with its frequencies as a site.
- A colour code is set per frequency.
- The scanner did not differentiate between slots at that release.
- Talkgroup IDs must be unique within a system.
- “These scanners WILL NOT DO NXDN.”
Whistler’s announcements list conventional DMR, MotoTRBO Capacity Plus, Connect Plus, Linked Capacity Plus and Hytera XPT as supported.
2.3.2 How it follows a system
For years sources appeared to contradict each other. Whistler listed the trunked MotoTRBO system types; the RadioReference wiki pages for the PRO-668 and WS1088 say the platform “will decode the mode, show slot and TG information but can’t trunk track it”. Both statements are true, and the later TRX-1 user guide — which documents the same DMR object model — explains why:
“The most significant difference between DMR and NXDN systems verses other types of systems is that the scanner does not use the control channel. Instead, your scanner will attempt to scan all sites and all frequencies for each site to determine if there is activity to be monitored.”
The scanner therefore follows talkgroups, not control channels. It steps rapidly through every voice frequency of every enabled site, decodes the talkgroup of any active transmission, and plays it if that talkgroup is in a scanlist. It never reads a Capacity Plus rest channel, a Connect Plus control channel or a Linked Capacity Plus control channel. Capacity Max (Tier III) is not supported at all. Forum users describe the result as “TG tracking, not frequency tracking”. The RadioReference wiki’s explanation — that Whistler never licensed control-channel decoding — has no primary source.
The practical consequences follow directly:
- Enable only the sites in range. Every enabled site adds frequencies to sweep, and the sweep time is the delay before a new call is caught.
- Small single-site systems work well. Owners on single-site Capacity Plus report few missed calls.
- Large multi-site systems degrade. More frequencies means a longer cycle and more missed call starts.
- Use separate objects for mixed analog and DMR channels rather than relying on automatic mode detection, which owners of the related TRX radios report causes dropouts.
P25, Motorola, EDACS and LTR systems are unaffected: they are genuinely control-channel trunked on this platform.
2.3.3 No NXDN
The WS1080 and WS1088 never received NXDN. A December 2016 DSP release (3.0) mentions NXDN support, but that DSP image is shared with the TRX line; the WS radios’ 384K-flash CPU cannot carry the NXDN control and formatting code. An upgraded PSR-800, PRO-18 or PRO-668 is in the same position. NXDN on this lineage requires a TRX-1 or TRX-2.
2.4 EZ-Scan 2.51 on current Windows
2.4.1 One package for the family
Goliad’s downloads page publishes a single WS1080 package: EZ-Scan 2.51.0.707, with a CPU updater U4.8 and a separate U4.8 Boot 2.0 updater. Whistler’s support account on RadioReference stated in May 2026 that “EZ Scan for WS1080 works on all WS1080, WS1088, and Legacy Upgraded models just as before”, and that the May 2026 installer should go into a new folder, where it creates a fresh WS1080 folder without overwriting GRE program files. The RadioReference WS1088 wiki page says each model needs its own software package; the manufacturer’s own statement and the single download outweigh it.
The PRO-668 is the exception: it ships with RadioShack’s iScan application and stays on it until it has been through the Whistler Official Upgrade, after which it uses WS1080 EZ-Scan like any other upgraded unit. An upgraded GRE PSR-800 must likewise switch from GRE’s application to WS1080 EZ-Scan and its driver; one 2026 owner saw “no removable drives found” until making the switch.
2.4.2 Drivers
The USB serial driver is unsigned. On Windows 8 and 10 the documented procedure is to restart into Startup Settings, press F7 to disable driver signature enforcement, then in Device Manager update the scanner’s port and choose “Whistler WS-1080 or WS-1095 Serial Device” under Ports. The procedure has to be repeated for each USB port the radio is plugged into. Goliad’s FAQ still carries Windows 8/10 driver steps; no Windows 11-specific driver from Goliad was found, and owners report the same procedure and the same card-reader fallback on Windows 11.
A WS1088 that appears only as a microSD card reader, with no COM port, is missing the serial driver rather than faulty.
2.4.3 Common errors and practices

2.5 The library update service, 2024–2026
A WS1080’s Library is only as current as its last update, and updates come only through Whistler’s EZ-Scan service. No RadioReference account or Premium subscription is needed; historically Whistler required a free account on its own store. The service has had an eventful few years:

A 2026 claim that RadioReference data was no longer available for Whistler radios could not be traced to any post; it most likely refers to the June 2026 outage. The service’s dependence on one small owner is the platform’s main long-term risk, and it is the reason a card backup matters.
2.6 Remote control protocol and CC Dump
Whistler published a developer document, the Remote Control Protocol, CC Dump Protocol and Audio File Header Format, version 1.7 of 2017-08-01, covering the WS1080, WS1088, WS1095, WS1098, TRX-1 and TRX-2. It is provided as-is, without technical support, and is in the Reference Library.
Remote control. The interface runs over the USB serial port and is always active; the radio does not need a special mode. Every command and response is framed as <STX><msgCode><msgData><ETX><sum>, where STX is 0x02, ETX is 0x03, the message code is a single case-sensitive character, and the checksum is the byte sum from the message code through ETX, masked with 0xFF. The commands include:

CC Dump. With PC/IF CCDump enabled in the Settings menu, the radio streams decoded trunking control-channel messages and SAME weather alert data to the serial port, or to a file on the microSD card. The serial settings are 115200 baud, no parity, 8 data bits, 1 stop bit. Each message is colon-delimited, carrying the system type, the TSYS object ID and the raw control-channel data, and it is emitted while the radio monitors a trunked control channel in PAUSE or SCAN. Any terminal program can display it; third-party tools can decode it further. Because DMR and NXDN are not followed by control channel on this platform, CC Dump output applies to the control-channel system types.
The same document defines the header of the radio’s audio recordings, which lets third-party software read talkgroup and time metadata from recorded files.
2.7 Backups
The microSD card holds everything that makes a WS1080 useful: the Library build, every scanlist and V-Scanner configuration, and recordings. The same backup habit described for the PSR-800 applies, with added weight now that repair and upgrade support are thin:
- Before any firmware, library or configuration change, power the radio off, remove the card, and copy its entire contents to a dated folder on a PC using a card reader.
- Keep the EZ-Scan project files alongside the card copy.
- Keep a copy of the installers — EZ-Scan 2.51.0.707 and the matching CPU updater — rather than relying on the downloads page staying online. The 2024 shutdown showed how quickly links can disappear.
- After an upgraded unit returns from Whistler, back up the card before reprogramming, since it carries the upgraded configuration.
